Why is pope Benedict planting time bombs in Africa by telling Africans not to use condoms?

I know, he is basically condemning loads of people to death by trying to encourage them to not use condoms and just "abstain from ", so what rather than using condoms which are effective in stopping the spread of HIV they should just never have ever again!
