Bike helmet for a 1 year old?

I bought a helmet yesterday at target for my daughter who is 1. I took her to target and tried all of the smallest helmets on and bought her the one that fit the snuggest. They all say 3+, but on the front of the package it also tells you that it is safe for 1 year old children. Good luck!
