Healthy way to make chihuahua gain weight?

I have just recently obtained a chihuahua from a friend of a friend and she is extremely malnourished. I've tried special diet food but it is still not working after about 3 weeks. My chi is a year and a half, an extremely small teacup, and right now she weighs just under 1 lb (scary, I know). ANy suggestions?
